Patron Loan and Fine Policy

Patron Policy
Patron cards are issued without charge to persons residing within the boundaries of the Indian Trails Public Library District. Patron must be able to print his or her name on the application, or have registered for kindergarten. Patrons must fill out a registration card and present proof of address. Reg\istration cards for patrons under fifteen years of age must be co-signed by a parent or guardian. The charge for a replacement card is $1.00.

Paid Out of District Patrons
Upon payment of a required non-resident fee and presentation of proof of address, a patron card may be issued for one year to persons residing outside the boundaries of the Indian Trails Public Library District, according to Illinois Law (75 ILCS 16/30-55.60). The fee entitles each family member living at the same address to an individual card, for use of services provided by the paid out of district libraries participating in the Reciprocal Borrowing Program.

Property Owners Cards
Patrons who own taxable property in the district, but do not reside there, may receive one library card per taxable property upon presentation of most recent tax bill according to Illinois Law (75 ILCS 16/30-55.60).

Business Cards
Business cards are intended to support a business with its information needs, not for personal use of employees. One patron card per business may be issued for one year. The Owner or the Chief Executive Officer of a business located within the Indian Trails Public Library District may apply for a business card. Any employee with card in hand may use the card. A business cardholder may place Interlibrary Loan requests. Limits are the same for a business card as for a patron card, for use of services provided by the Indian Trails Library District only.

Institution Cards
Institution cards are intended to support the information needs of the institution and its goals, not for the personal use of members or employees. One card may be issued for one year to an institution such as a school, preschool, day-care center, park district, or other governmental body. The cards will be kept at the institution and given to employees at the discretion of the principal/director. Any employee with card in hand may use the card. Overdue notices will be sent directly to the institution. The institution will be responsible for its own record keeping of users and materials. A contract signed by the principal, superintendent, or chief executive officer of the institution, is required. Fines are not accrued on institution cards; however the institution is liable for lost or damaged materials. Interlibrary loan and reserves may be placed on an institution card. All three-week loan items may be kept for six weeks (non-renewable) with this card. All other loan periods apply.

Shut-In Service
Items circulated to shut-ins by the Outreach Department are checked out to the individual's card. Fines are not accrued on shut-in cards; however the individual is liable for lost or damaged materials.

Temporary Borrowing Privileges
Persons from outside the state of Illinois residing temporarily in the District may apply for a temporary library card by providing a letter verifying temporary residence or employment. The library card will be assigned an expiration date of three months after application or will expire on the last day of confirmed residence, whichever time period is shorter. Temporary residents must present a valid library card from their home state library. All resident borrowing privileges will apply except for Interlibrary Loan.

Reciprocal Borrowing Policy
Indian Trails follows the North Suburban Library System Reciprocal Borrowing Policy. Patron cards from all other Illinois public libraries are honored for all materials except three-day DVDs, Interlibrary loan services, purchase requests, and reserve privileges. These services are limited to Indian Trails cardholders only.

Reserves
Items in the Bookmobile collection may not be reserved. Indian Trails cardholders may place reserves on any circulating item in the main library collection except rental books, Front Room collection, three-day videos and three-day DVDs. The library is not responsible for damage to the patron's equipment. Patrons are responsible for any damage to library items.

Loan Periods
The three-day loan period applies to new feature film video and DVDs.
The seven-day loan period applies to the following:
Rental collection
Multimedia Kits
Seven-day videos and DVDs
Front Room print materials
Others as designated (Holidays, special assignments, etc.)
The two-week loan period applies to all items in the Bookmobile collection, adult new fiction, Front Room audiobooks and others as designated.
The six-week loan period applies to the following:
Institution card loans
Vacation loans.
The three-week loan period applies to all other materials.
Interlibrary Loan (ILL) loan periods are designated by the supplying library. ILL materials must be returned to the library from which they were checked out. There is a $1.00 fee per item for loans which are not picked up. There is a $1.00 non-refundable service fee for article reprints. The Indian Trails fine schedule applies to all ILL materials.
Renewals
Three-week loan materials may be renewed up to four times, if no reserve has been placed on the item. Items on reserve, seven-day and fourteen-day items, and any item so designated may not be renewed
Bookmobile items, with the exception of videos and DVDs, may be renewed once.
Renewal of ILL material is at the discretion of the supplying library. Indian Trails Library District ILL staff will contact the supplying library for renewal at the request of our patrons.

**Cost of replacement |
When payment is made for lost materials, overdue fines are not charged. Exact replacement for lost or damaged items may be accepted in lieu of payment, upon previous approval of the appropriate department.
When an item which has been paid for is returned with the receipt within three months of payment, a refund for the payment, less the amount of the fines, will be made. If the item is borrowed through ILL, refunds will be dependent upon the policies of the lending library. No refunds will be made after three months.

Interlibrary Loan Policy

Scope
This policy sets forth the responsibilities and liabilities incurred by library patrons wishing to use the interlibrary loan process.

Authority
Provisions for the operation of a library may be found in Illinois Compiled Statutes Act 16, et. seq.
Agreements regulating the practice of interlibrary loan are found in the ILLINET Interlibrary Loan Code and the American Library Association's Interlibrary Loan Code for the United States (January 2001).

Policy
The library will provide access to library materials known to be available at remote sites for its patrons and staff.
Interlibrary loan or article reprint request services are available to Indian Trails Public Library District cardholders in good standing. Indian Trails Library staff members may request interlibrary loans or article reprints with a valid card issued by their home library.
An interlibrary loan or article reprint request is initiated at the patron's request. Interlibrary loan or article reprint requests resulting in payment of fees to outside sources are initiated by the patron's willingness to complete the appropriate request forms and service agreements. A patron may have up to 5 requests in process at a time.
A service charge of $1.00 will be due for each article reprint received by the library. This service charge is non-refundable.
Library patrons will reimburse the library for all fees and costs the library incurs in obtaining each interlibrary loan item or article reprint, including but not limited to, lending fees, photo or electronic copying fees, and copyright license fees.
If the interlibrary loan item or article reprint is received by the library and meets the patron's criteria for timeliness (deadline) and accuracy, as stated on the request form, the patron is required to pick up the material. If the material is not picked up within the time limit indicated by the library, the patron will be responsible for a not-picked-up fee of $1.00 in addition to all other expenses (as above) incurred by the library on their behalf . ILL Not-Picked-Up fees must be paid before the patron can request another ILL.
If the library is unable to meet the patron's agreed-upon deadline for the material, or if the interlibrary loan or article reprint request is canceled by the library, there will be no charge to the patron.
Overdue interlibrary loan items are subject to fines as charged by Indian Trails.
Patrons will be liable for lost or damaged interlibrary loan materials. The amount owed will be assessed by the supplying library, and may include charges above item replacement costs.
There are no fees for interlibrary loans or article reprints requested by staff for work purposes. Interlibrary loans or article reprints for the staff's personal use are subject to the above policy.
Every effort will be made to use the Illinois Intersystem Delivery Service within the state of Illinois. Interlibrary loans or article reprints requested from Indian Trails by other libraries in the state of Illinois will be free of charge.
Indian Trails will not charge for any out of state libraries' requests (loans or reprints), when the requests are received from other libraries which do not charge. Indian Trails will charge out of state libraries which charge lending or reprint fees the amount of that library's fee .

Internet Use Policy
|
Access to the Internet is provided in conformance with Indian Trails Public Library District's endorsement of the American Library Association's "Library Bill of Rights", "Freedom to Read" and "Freedom to View" documents, and with its collection development policy and mission statement.
The Internet allows users to connect to networks of resources outside the library. The Indian Trails Public Library District has no control over or responsibility for those resources, nor does the library have complete knowledge of what is on the Internet. Information on the Internet may be reliable, current and tasteful, or it may be inaccurate, out-of-date, unavailable at times, or offensive.
The Indian Trails Homepage links to useful and informative sites.
Library patrons use the Internet at their own discretion. Children's access to and use of the Internet is solely the responsibility of their parents and/or legal guardians. Staff will assist patrons with Internet use as time permits, but cannot offer in-depth personal instruction.
The Indian Trails Public Library District is bound by an agreement with its Internet provider that prohibits any unlawful use of the Internet. The library assumes no responsibility for any damages, direct or indirect, resulting from Internet use.
The library staff shall develop such rules and procedures as are necessary to insure the fair and reasonable use of Internet resources.
